Policeman accused of gross misconduct

A gross misconduct disciplinary hearing will be held by Northamptonshire Police at Force Headquarters today.

Special Sergeant Alec Bedford is the subject of the hearing.

It is alleged that the officer concerned:

• Failed to act with courtesy or respect to a member of the public

• Used force against a member of the public when it was neither reasonable nor proportionate to do so

• Arrested a suspect on suspicion of assault when it was unnecessary and unreasonable to do so

• Failed to act with courtesy or respect towards a man who was infirm by reason of his age and physical capability, in that he failed to take sufficient care for his welfare when escorting him

• On or around 11th July 2015 and 14th July 2015 Special Sergeant Bedford allegedly breached the standards of professional behaviour by showing video footage of the arrest and/or escort of detainees to colleagues with no policing purpose, lawful authority, or reasonable excuse; and/or whilst showing the footage to colleagues you behaved unprofessionally

The conduct amounts to gross misconduct for the following reasons:

a) Special Sergeant Bedford was in a supervisory role as a Specials Sergeant

b) There was a deliberate and egregious breach of confidentiality;

c) The conduct taken as a whole seriously harms the reputation of Northamptonshire Police

It is alleged that between the 8th July and 14th July 2015 the officer concerned breached the standards of professional behaviour relating to:

a) Authority Respect and Courtesy

b) Use of Force

c) Orders and Instruction

d) Discreditable Conduct

e) Confidentiality
