Figures show just 5% of people found guilty of animal cruelty in Peterborough and Cambridgeshire have gone to jail between 2011 and 2016.
The Centre for Crime Prevention say this rate of jailings is among the lowest in the country.
Its director Peter Cuthbertson says many of those convicted go on to commit other offences.
In Northamptonshire 19% of those found guilty of animal cruelty have gone to jail.
