Under-fire Northamptonshire County Council has confirmed its final budget proposals for the next financial year.
It follows spending controls imposed last week.
The controls mean no further spending is allowed this year – which has had a knock-on for 2018-19.
Council tax is set to rise by almost six percent – and proposals for library services have been altered to include a transition to community management.
The authority says the plans are under constant review because of the controls – and the challenges being faced are unprecedented.
