Northamptonshire County Council says its balanced its books for the end of the financial year.
Monetary problems caused the authority to park all spending earlier this year – with special measures enforced.
A series of meetings has now confirmed the slowing in out-goings means reserves can meet shortfalls for now.
Audtior KPMG will review the plans next.
The Government’s recommending the council is dissolved by 2020 – with unitary authorities installed instead.
